The Mayor is the chief executive and administrative officer of the City. The Mayor's principal function is to oversee the day-to-day operations of city government. The basic duties and responsibilities of the Mayor include:
Enforce the mayor-council plan, city ordinances and orders, and all applicable statutes
Hire, supervise, discipline, and terminate all city officers and employees
Report to the public and City Council on the activities of city employees and departments
Recommend legislative action by the City Council
Prepare, present, and administer the City's annual budget
Serve as a liaison with other government units regarding interlocal agreements and joint services
Make and sign all bonds, notes, contracts, and other written obligations of the City
The Mayor is assisted in carrying out these duties by the City Administrative Officer and the Department Heads.
Legislative Functions
Under the mayor-council form of government, the Mayor is not a member of the City Council. Even though the Mayor is not a member of the City Council, the Kentucky Revised Statutes do provide the Mayor with limited legislative authority, including the responsibility of presiding over City Council meetings, the power to approve and veto ordinances (subject to override by the City Council), the power to vote in order to break ties, and the power to call special meetings of the City Council.
Election and Term
The Mayor is elected by the voters on a partisan basis every four years. The Mayor's term of office begins on January 1 following the election. As the City of Madisonville is a fourth-class city, there is no limit on the number of terms that the Mayor may serve.
