Cleanout Requirements
Clean outs are quite simply access points to the service lateral. A clean out can be very beneficial to the plumber or property owner to localize problem areas. All clean outs must be gas tight and water tight.
The Wastewater Collection Department requires an access point near the right of way or easement line before any inspection of the service lateral on the right of way or easement may proceed.
Note: An approved cleanout must be provided at the easement line.
